3 lakh litres furnace oil seized,Bangladesh

Rapid Action Battalion seized around 3 lakh litres of furnace oil which was being hauled for black market in Chittagong Sunday night.

Rab also arrested 23 people for their alleged involvement with the illegal sale of the furnace oil of the state-run Padma Oil Company Ltd.

Acting on a tip-off, a team of Rab-7 conducted a drive at the Karnaphuli river bank known as Anu Majhir Ghat under Double Mooring Police Station at around 11:30pm and captured the people when they were loading the stolen furnace oil in an oil-tanker.

The Rab personnel also seized an oil-tanker named OT Prianka and 11 fake vouchers of the oil.

“They collect oil from Padma Oil Company depot and sell it to various vessels in Karnaphuli River,” said Rab-7 Commanding Officer (acting) Major Ziaul Ahsan.

He said the law enforcers were trying to trace them for the last four days.

The arrestees, in primary interrogation, denied their involvement with the incident and said that they collect furnace oil from different shipyards at Sitakunda upazila in Chittagong.

“We are investigating that whether any official of the company is involved with hauling oil from the company,” said the Rab official.

Charges against Fakhrul, 44 others accepted Khokon sent to jail,Bangladesh

A Dhaka court on Monday accepted bus torching charges against BNP acting secretary general Mirza Fakhrul Islam Alamgir and 44 other opposition leaders and activists.

Meanwhile, BNP lawmaker Barrister Mahbub Uddin Khokon, an accused in the case, was denied bail and sent to jail on his surrender.

Metropolitan Magistrate Mohammad Erfanullah also issued arrest warrants against Jamaat-e-Islami acting ameer Maqbul Ahmed and three others as they went into hiding after the case was filed.

Following today's order, lawyers loyal to the opposition alliance burst into rages. They brought out a procession on the court premises and chanted slogans demanding withdrawal of the case.

Jatiyatabadi Ainjibi Forum, a platform of pro-BNP lawyers, decided to boycott all the judge’s and magistrate’s courts of Dhaka on Tuesday as its general secretary Khokon was to jail.

Earlier on May 16, Fakhrul and 32 other leaders of the BNP-led 18-party alliance were sent to jail in connection with the case filed for torching a bus near the Prime Minister's Office during hartal on April 29.

Police earlier arrested BNP Joint Secretary General Ruhul Kabir Rizvi Ahmed and six others in the same case.

Obaidul Haque Nasir, a joint convener of Dhaka University Jatiyatabadi Chhatra Dal unit and an 45th accused in the bus torching case, remains absconding.

The court sent Khokon to jail after rejecting a petition seeking extension of his bail which expired on Monday.

Earlier on May 9, Khokon was granted bail till today in the case.

ARSON CASE

Tejgaon police filed a case against a number of leaders and workers of 18-party alliance, including BNP leaders Mirza Fakhrul, Mirza Abbas and Ruhul Kabir Rizvi Ahmed; and Liberal Democratic Party President Oli Ahmed, hours after a vehicle was set ablaze near the PMO during hartal hours on April 29.

The same day, Ramna police filed another case against top leaders of the alliance for exploding a 'bomb' at the Bangladesh Secretariat that day.

After the cases were filed, the top accused BNP leaders went into hiding and turned up at the High Court on May 7 to seek bail.

But a two-member HC bench delivered dissenting orders on seven bail petitions.

Meanwhile on May 10, detectives pressed charges against 45 leaders and activists of BNP-led 18-party alliance, including the BNP acting secretary general in the arson case.

DISSENTING ORDER

Justice Moyeenul Islam Chowdhury, senor judge of a High Court bench, granted anticipatory bail to the accused until police submits their reports on the cases. He issued seven separate rules upon the government to explain in four weeks as to why the petitioners should not be granted regular bail.

Justice Md Nazrul Islam Talukder, the other judge, however, directed the politicians accused to surrender before the magistrate's court concerned within seven days and ordered law enforcers not to harass or arrest them during the period.

Chief Justice Md Muzammel Hossain sent the case to a third HC bench on May 10 for its final disposal.

The third bench on May 13 ordered the 37 accused to surrender before the trial court.

Accordingly, they surrendered before the Chief Metropolitan Magistrate's Court on May 16 and the court sent 33 top opposition leaders to jail rejecting their bail petitions.

Arrest order for acting Jamaat chief,Bangladesh

A Dhaka court on Monday ordered the arrest of Jamaat-e-Islami acting ameer Maqbul Ahmed for his alleged role in torching a bus near the PMO during the April 29 shutdown.

The arrest warrants came after the court accepted the bus torching charges against Maqbul, BNP acting secretary general Mirza Fakhrul Islam Alamgir and 43 other leaders and activists of the 18-party alliance.

Metropolitan Magistrate Mohammad Erfanullah issued the warrant as the Jamaat leader went into hiding since the case was filed.

Meherpur Sadar UNO, OC summoned,Bangladesh

The High Court on Monday summoned the UNO of Meherpur Sadar upazila, the officer-in-charge of local police Station and two ward councillors to explain their role over an incident of child marriage in the area.

Shah Momin, upazila nirbahi officer of Meherpur Sadar upazila; Jahangir Alam, OC of Sadar Police Station; and Moniruzzaman and Abdullah Al Mamun, ward councillors of Meherpur pourasava; will have to appear before the court by 10:30am on May 29.

The court also issued a rule upon the government to explain why it should not be directed to punish the persons involved with the incident.

The HC issued the suo moto order following a report published on the daily Prothom Alo on Monday under the headline ‘Two councillors arrange child marriage’.

The HC bench of Justice AHM Shamsuddin Chowdhury Manik and Justice Jahangir Hossain Selim passed the order after advocate Abantee Nurul of Ain O Salish Kendra placed the report before the judges on Monday.

According to the report, the guardians of an 11-year-old bride and a 13-year-old bridegroom had been hesitating to arrange their marriage as both of them are under age.

At last, the wedding was completed on Sunday under the supervision of the two ward councillors after they had taken the responsibilities to tackle the legal barrier, the report said.

Among the councillors, Moniruzzaman is the paternal uncle of the bride, it said.

Locals alleged that they informed the UNO and the OC to take action to stop the child marriage but they did not pay heed, the report added.

When the Prothom Alo reporter contacted, the UNO said he asked the OC to take action against the child marriage.

The OC however said police went there but could not do anything in face of the resistances from the councillors, the report said.

Both the families of bride and bridegrooms are residents of Bospara and Notunpara in Meherpur town.

Registration optional for Hindu marriage Cabinet okays draft of Hindu marriage registration law

The cabinet on Monday approved the draft of the Hindu Marriage Registration Act, 2012, keeping marriage registration scope for the people of the community.

However, the registration of marriage would be optional, not mandatory, Cabinet Secretary Md Mosharraf Hossain Bhuiyan told journalists.

The approval came at a weekly cabinet meeting chaired by Prime Minister Sheikh Hasina at Bangladesh Secretariat.

Prime Minister Sheikh Hasina on Monday urged the Bangladeshi expatriates to supplement the government efforts in strengthening democracy in Bangladesh and remain alert about the propaganda being carried out by BNP and Jamaat against the country.

“You (expatriates) should remain alert about the propaganda of the BNP and Jamaat against the country,” she said while speaking through a videoconferencing from her official residence Gono Bhaban with the expatriates living in New York City on Sunday night.

About the country’s image, she said, “The present government has been able to restore Bangladesh’s image as a democratic, progressive and secular state erasing the bad name.”

PM’s Press Secretary Abul Kalam Azad said Awami League’s New York City unit arranged the programme at Queens Palace where the mayor of New Jersey was present as the chief guest.

She also called upon the Bangladeshi expatriates living in the USA to project the positive image and the successes that the country achieved during the last three years of the present Awami League government.

“Every sector of the country is making quick progress and our successes have brought qualitative changes in society and economy apart from improving the standard of living of people,” she added.

Mentioning the intimidation of political opponents and minorities by the previous BNP government, Hasina said the global community should be aware of their repressive acts and political vengeance.

The Prime Minister expressed her gratitude to expatriates for their wholehearted support to her and Awami League at the time of any crisis, particularly after August 15, 1975, and during the crucial time after January 11, 2007.

She also recalled the contributions of the expatriates to the movement for the restoration of democracy in Bangladesh, and extended her thanks to the expatriate citizens and exchanged greetings with them.

The Prime Minister said Bangladesh is a very potential country, and whenever Awami League came to power it made relentless efforts to take the country forward utilising its all potentials.

She urged them to work for brightening the country’s image abroad and highlighting its achievements in various sectors over the years.

About the country’s present political situation, she said the present government has taken initiatives to try the war criminals and corrupts to make the country’s development and democracy sustainable.

She said BNP, in the name of a democratic movement, is out to foil the trial of war criminals and corrupts. But, she reiterated that their trial will surely be held even after their repeated attempts to foil it.

In this context, she referred to the deterioration of law and order and torture by BNP-Jamaat activists during their 2001-2006 rule and said they made the country a land of terrorists and militants.

Meanwhile, the Mayor of New Jersey invited Prime Minister Sheikh Hasina to visit his state at her convenient time.

Building for Fourth Class Employees DU plans filling of century-old pond

Defying environmental laws, the Dhaka University authorities are planning to fill up a major portion of a century-old pond at Shivbari Staff Quarter on the campus to construct a multi-storied residential building for DU fourth class employees.

Experts have opined that erecting high-rises on marshy land instead of regular ground makes the structures more vulnerable to earthquakes.

As per a DU syndicate decision taken in December, 2011, the 20-storied building, to be named “Bangabandhu Tower”, will be constructed on a 5,350 square feet of land.

visiting the proposed site recently, found a large portion of the pond adjoining the site, behind the university medical centre and next to Shivbari Staff Quarter, already encroached upon by DU employees.

At least six tin-shed houses were standing on land which was once the north-west and northern part of the pond, the water of which was rendered useless with years of negligence and came to be covered with water hyacinths and aquatic plants.

Ten more houses formerly stood at the southern end of the pond but they were taken down following the construction decision, said the area's residents, adding that the fourth class employees were extensively pressing for the building.

DU Fourth Class Employees Union General Secretary Toffazzal Hossain said the building would be constructed on the pond's west end, a portion of which has already been filled up.
“Only four or five yards of the pond might be used up,” he added.

But the area's residents and these correspondents thought it would be impossible to construct a 5,350 square feet building on the available land without encroaching upon a major portion of the pond.
Mohammad Mostafa, President, Employees Welfare Association of Shivbari Staff Quarter, said the 

association submitted a letter to the vice chancellor a year ago requesting the authorities not to fill up the pond for a building as the employees were cultivating fish in it.
“But the university authorities did not pay heed to our prayer,” he said.

Requesting anonymity, one association member said they were refraining from protesting against the decision on the construction site as it might take away their chances of suitable residences. Moreover, they are no longer cultivating fish there, he said.

The Environmental Conservation Law 1995 (amended in 2010) says that filling up any water body without taking prior approval from the Department of Environment is a punishable offence, subject to fine and jail.

As per the Wetland and Open Space Conservation Act, 2000, no structure can be erected by filling up wetlands, said Bangladesh Poribesh Andolon General Secretary Dr Abdul Matin.
He blamed the absence of a master plan for constructing structures on the campus.

Without piling deep into the ground, the building will not be stable on the marshy land, said architect Iqbal Habib, adding that such construction hikes costs by up to 25 to 30 percent.

DU Superintendent Engineer Mofizul Islam said, “A small portion of the pond will be used up in building the tower and we will preserve the rest of the pond with due care.”

On whether the authorities had an environment clearance certificate, he said, “It is not a pond actually but a pile of waste. It is rather harming the environment.”
Vice Chancellor Prof AAMS Arefin Siddique, over phone on April 10, termed the pond “a ditch”.

“The ditch remains unused and dirty. So the university authorities are going to construct a building on it and surround it with a scenic landscape which will enhance the aesthetic appeal of the entire area,” he said.
The building would be constructed recalling the contributions of Bangabandhu Sheikh Mujibur Rahman to the movement of the fourth class employees in 1949, added Prof Arefin.

DU officials said the building would cost Tk 23.50 crore to build, around 50 percent of which will come from the government while the rest will be had from the university fund.

The tender for the construction had already been floated and they expect to begin work by June this year. Initially, 10 floors will be constructed for 72 families, added the officials.

Police brutality on the primary schoolteachers,Bangladesh

Last Thursday the law enforcers swooped on the non-government primary schoolteachers as they were staging a peaceful demonstration to press home their demands. They want their jobs to be nationalised. 

Unfortunately, the cops acted in a highhanded manner and resorted to baton charge-- a sheer display of brutal power. As reported in the newspapers, one of the teachers later succumbed to his injuries caused by the action of the police.

These ill-fated teachers are bearing the torch of education in the remote areas of this land for a pittance as their monthly salary. Their backs are pushed to the wall and they took to the streets as the last resort. But the cops treated them as if they were a bunch of hooligans.

The bigwigs of the education sector never get tired of talking about the importance of education and the dignity of the teaching profession. Is it all rhetoric or do they really care for the well-being of the teachers?

The Prince of Prints takes his leave RIP Safiuddin Ahmed

A year back, all artists of importance, and art enthusiasts, had gathered at Safiuddin Ahmed' residence, they spoke with him formally for last time. The grand children -- Fultushi and Nushi -- had been sent away. His wife, Sharmeen, and his daughter-in-law, had gathered at his bedside. Ahmed Nazir, his son, had appeared distraught and restless. For two years together, Safiduddin had broken his knees and three days back, he was taken off the life-saving devices of the hospital.

“He is in God's arms,” said those who loved him and admired him. The oldest living legend in visual art had walked the earth, with his passion and care for Bangladesh. Bengal Foundation held two massive exhibitions featuring his works.

The great painters and cultural personalities had left almost hand in hand. There was Emdad bhai, Nisar Hossain's (the bearded firebrand art teacher) father and Mohammed Kibria, who was the apple of the eye for 

all Bangladeshi artists. At the loved and reputed Dhaka Art College (now Faculty of Fine Arts, Dhaka University), the three maestros, or the triumvirate, had gathered, with their hopes, ideas and dreams. Whatever they had gleaned from Europe, India and the rest of the Subcontinent, had been poured together, for the benefit of the people.

None will forget the prints of Safiuddin, mostly been in black and white, with touches of muted earthy colours, here and there. Farmers; umbrellas; accompanying dogs; trees in the distance, and much more were captured with imagination and skill. Everything was neat, with geometric precision -- the circles; the oblong shapes along with other circular and U-shaped lines that formed patters on paper.

There was nothing to surpass the master print-maker. He was a prince among princes, in painting and print-making. Those, like Monirul Islam, found him an inspiration, even till his sick bed. Qayyum Chowdhury -- another great man of colours -- and his wife often parleyed with him, at his bedside. Intellectuals and 

aesthetes, like Professor Anisuzzaman, would be at his bedside -- just to enjoy his company and confer with, even about the daily weather. Even curly-topped Rafi Haque, a friend of Juneer, Mohammed Kibria's son, would be found hanging around the joint, at least, at the “Last Supper” -- the last night, last year, during Safiuddin Ahmed's birthday, which included singing and merrymaking.

Safiuddin Ahmed was best known for his depiction of farmers, and other toiling labourers who were bareback, toiling, under the burning skies or the pouring rain. He glorified the common man, as all the great 

contemporaries of his did in the 1940s, after the Partition of 1947. He understood the evil eye of the marauding Pakistan army. He was always patient and gentle with his students. He was not out to excel; he just did, like his contemporaries. The common man was his hero, like Wordsworth and Frost. He sang of the simple fishing and farming, taking enormous pride in their labour.

Safiuddin Ahmed passed away at Square Hospital in Dhaka early Sunday (12:30 am). He was 90. He had been ailing from old-age complications. He was admitted to Square Hospital as suddenly he felt sick on Tuesday (May 17) evening. Later, he was put on life support as his condition deteriorated.
He left behind his wife, two sons, one daughter and a host of relatives and admirers to mourn his death.

His mortal remains will be kept at his Dhanmondi residence (Road-4, House-21) from 8 am to 10 am . Then the body will be kept at Central Shaheed Minar, from 10 am to 12 pm. It will be taken to Charukala (Faculty of Fine Arts, University of Dhaka) at 1 pm.
He will be buried at the Mirpur Martyred Intellectuals Graveyard.

Faruque takes control of Proshika head office

Qazi Faruque Ahmed, the ousted chairman of Proshika, came back after a long hibernation and forcibly took control of the organisation’s head office Sunday morning.

A former director of Proshika who is loyal to Qazi Faruque, Nargis Jahan Banu, however told  that they have returned as a section of Proshika staff negotiated with them bringing allegation of irregularities against the incumbent management.

“We return with the consents and full support of the government and the administration,” she said.

On the other hand, Chief Executive Officer of Proshika Mahbubul Karim said Qazi Faruque has illegally taken control of Proshika with the help of a section of employees and a number of outsiders.

According to a High Court order, Qazi Faruque is still a former chairman of Proshika who has been asked to visit the organisation alone to meet the present chairman and the CEO, Mahbubul Karim said.

Qazi Faruque very cunningly intruded into the building before any staff came to the office and took possession, he said.

Md Alauddin, senior account coordinator of Proshika, told the Daily Star that Qazi Faruque along with his people entered the Proshika Bhaban at the city's Mirpur-6 around 8:00am.

One of his colleagues called Alauddin over phone at 8:20am and informed that Qazi Faruque has taken possession of the office in this morning, he said.

His colleague asked him not to go to the office as Qazi Faruque in the morning drove out many of the employees, particularly those who waged movement against him in 2009, Alauddin said quoting his colleague.

Qazi Faruque also barred the general staff from entering the office, Alauddin claimed.

“We don’t know actually what is happening,” the senior account coordinator said.

While talking to the reporter, the CEO on Sunday refuted the claim that Proshika staff negotiated with Qazi Faruque to bring him back and said, “Negotiation between them is just a propaganda war.”

After the management ousted Qazi Faruque, the NGO efficiently have been running its business for the last three years and salvaged the organisation, which was on the verge of collapse because of Qazi Faruque’s massive politicisation, irregularities and nepotism, the CEO said.

After the governing body removed founding chairman Qazi Faruque Ahmed in May 2009, Faruque appealed to a lower court seeking both instant and permanent injunctions on the governing body’s decision.

He went to the Dhaka District Judge’s Court when the lower court refused to issue the instant injunction. But the District Judge’s Court upheld the lower court order.

When he appealed to the HC, the court passed the order upon Qazi Faruque that he could visit the organisation alone only to meet the present chairman and the CEO instead of issuing any instant injunction on the governing body’s decision.

Decision on the appeal for the permanent injunction remains pending at a lower court.

When asked about the appeal, former director Nargis Jahan said on Sunday that the process of legal battle would take long to end, it is not possible for us to wait until then.”

She further said, “Rapid Action Battalion and police and other law enforcement agencies are aware of our return to Proshika.”

Qazi Faruque will hold a press conference at Proshika Bhaban in the afternoon.

After the founding chairman of Proshika was ousted in 2009, Qazi Faruque and his people on January 11, 2010 drove out the anti-Faruque group from the head office and took control of the building.

Police took control of Proshika Bhaban on January 12, after driving out around 25 supporters of Faruque who had taken over the building by force despite a High Court order allowing Faruque only to enter the building alone to meet the present chairman and the chief executive officer.

Mahbubul Karim filed a writ petition seeking HC’s direction upon the police to hand over the keys to him.

On January 22, 2010, Mirpur police handed over the keys of Proshika Bhaban to Mahbubul Karim, after being directed by the High Court.

No talks without specific agenda: BNP Chairperson Khaleda Zia

BNP Chairperson Khaleda Zia said on Sunday a specific agenda on formation of a caretaker government and a congenial environment are a must for holding a dialogue.

“We'll not sit for talks without a precise agenda. We're ready to join if talks are held on caretaker government structure,” she said while addressing a mass hunger strike at the city's Mahanagar Naya Mancha.

The BNP-led 18-party alliance staged the fasting at all divisional and district headquarters to mount pressure on the government to get back missing BNP leader Ilias Ali, release of its leaders and restoration of caretaker government system.

“Don’t show red eyes as your [government] time is over. Control your party men. You will have to give election under a neutral government or will have to quit power,” Khaleda warned.

She hoped that good sense will prevail upon the government and a formal announcement will come before its June 11 rally.

Khaleda reiterated that no election would be held under present government even they would not accept any election under the incumbent president.

Accusing the prime minister, her family and relatives of indulging in corruption, she claimed that they have evidence of it. “We have documents. Trial would be held in international arena if it is not held in the country."

"According to the documents, you [PM] have no way to prove you and your family innocent,” she told to her archrival Prime Minister Sheikh Hasina.

The former premier broke the seven-hour fasting by sipping juice offered by Saiara Nawal, daughter of BNP leader M Ilias Ali who went missing on April 17 from the capital.

The hunger strike began around 10:40am at the city's Mohanagar Natya Mancha premises with the participation of several thousand leaders and activists. Khaleda reached the venue nearly an hour after the agitation programme began.

Khaleda sat on the stage with many other opposition leaders while workers and supporters stayed in front of the stage. Many opposition supporters except Khaleda and opposition leaders who sat at the stage were found sipping from juice, eating peanuts and smoking.

ILIAS DISAPPEARS

M Ilias Ali, 51, a former lawmaker and BNP organising secretary of Sylhet Division, and his driver went missing while returning to his Banani residence in the early hours of April 18.

His car was found abandoned in Banani with all its four doors wide open, giving an impression that Ilias was abducted.

33 LEADERS SENT TO JAIL

BNP acting secretary general Mirza Fakhrul Islam Alamgir and 32 other high-profile opposition leaders landed in jail on May 16 after a Dhaka court rejected their bail prayers in connection with an arson case.

BNP standing committee members Khandker Mosharraf Hossain, MK Anwar, ASM Brig Gen (retd) Hannan Shah, Mirza Abbas, Goyeshwar Chandra and former DCC mayor Sadeque Hossain Khoka were among the leaders sent to jail. They had surrendered to the court and sought bail.

The BNP, a few hours later, called a countrywide dawn-to-dusk hartal for May 17 demanding unconditional release of its leaders, withdrawal of the cases against them.

Two cases were filed against the BNP-led 18-party alliance for torching a vehicle near the Prime Minister's office and exploding 'bombs' at the Bangladesh Secretariat during hartal on April 29.

CARETAKER ISSUE

BNP has been demonstrating for the reinstatement of the caretaker government system after it was abolished through the 15th amendment to the constitution on May 30 last year.

Since then the BNP has been saying that the party would not join the next polls if caretaker government system is not reinstated.

Good progress towards digitalisation: Prime Minister Sheikh Hasina

Prime Minister Sheikh Hasina said on Sunday that the country made a good progress in its efforts towards building ‘Digital Bangladesh’ in the last three years as pledged in the ruling party’s election manifesto.

“We’ve achieved many successes to this end,” she said while inaugurating the multimedia classrooms and digital academic contents developed by teachers.

She launched the classrooms and the digital academic contents through videoconferencing from her office.

Hasina said the country’s education system has made a step forward towards the digitalisation goal with the inauguration of 1,000 multimedia secondary and primary school classrooms across the country.

The prime minister opened the multimedia classrooms in 1,000 schools and the teacher-led contents by pressing a computer button.

She expressed the hope that Digital Bangladesh could be built much ahead of 2021 if the present trend of digitalisation continues.

Hasina said, “Only the information technology can quickly reach the multipurpose flow of development to the grassroots level at a minimum cost.”

“The ICT can connect rural people not only with upazila and district headquarters but also with the entire globe,” she added.

The prime minister said multimedia classroom is the digital version of teaching method, which is widely used in the developed world.

The present government is attaching priority to the ICT education and all books up to secondary level have been transformed into e-books which are also helping the expatriate students.

She said the teachers are the main medium of reaching knowledge to the learners and they are playing an important role in building an educated nation with digital knowledge.

Hasina called upon the private sector to come forward so that multimedia classrooms could be established in all educational institutions of the country very fast.

She asked the teachers to get habituated with the use of the ICT and learn the techniques of developing colourful academic contents and build the future generation enriched with science and technology-based education.

Hasina called upon the teachers, students, guardians and the ICT experts to work unitedly to build a hunger- and poverty-free prosperous Digital Bangladesh and thus materialise the dream of Bangabandhu.

Terming the teachers and students as the pioneers of the country’s advancement, the prime minister said the government will establish digital classrooms - at least one in 20,500 secondary schools and madrasas each - by next year.

“It’ll help raise the standard of education to international level and remove the discrimination of teaching methods between rural and urban areas as the students could acquire latest knowledge of the world on various subjects to build themselves as worthy and skilled human resources to survive in the global competition,” she added.

The premier said her government has already introduced e-governance, e-commerce e-health, e-education, and e-service, and the scope of these services are expanding day by day.

Later, she exchanged views with the students of Reazuddin Pilot High School of Debidwar, Comilla; Monirampur Government Girls’ School, Jessore; and Tungipara GT Model High School of Gopalganj districts; and the teachers of Rangpur Teachers Training College.

Presided over by Primary and Mass Education Minister Dr Afsarul Amin, the function was addressed, among others, by National Project Director of Access to Information Programme NI Khan and Group CEO of Orascom Telecom Ahmed Abu Doma.
