Consensus needed for credible polls:US Ambassador Dan W Mozena,Bangladesh

US Ambassador Dan W Mozena on Wednesday urged the major political parties of Bangladesh to reach a consensus through a constructive dialogue for holding the next general election in a credible manner.

“The political parties should change their attitude,” he said while talking to journalists after visiting the Hard Point of Sirajganj Town Protection Embankment.

“Every citizen has the right to live a secure life. All sides should play a responsible role so that normal life is not hampered due to violence,” he said.

About the recent clashes between the law-enforcing agencies and the activists of a political party, Mozena said that the US never supports violence in any part of the world. “The US government keeps a strong vigil on such situations.”

Referring to erosion by the Jamuna river, Mozena said: “We’ll be with the people of this country for overcoming the crisis.”

Director General of Water Development Board Shahiduzzaman, Chief Engineer Abdur Rob, Superintendent Engineer AKM Momtaz Uddin, Deputy Commissioner Aminul Islam and Additional Superintendent of Police Mokhtar Hossain were present among others.

Jamaat-Shibir Khulna hartal ends with minor incidents,Bangladesh

A dawn-to-dusk hartal enforced by Jamaat-e-Islami protesting the arrest of party Assistant Secretary General Mia Golam Parwar ended amid tight security in Khulna city on Wednesday.

Pro-hartal activists fought pitched battle with law enforcers at Goalkhali area, vandalised two buses at Gallamari, a truck at Boyra and two human haulers at Natun Bazar area in the morning.

They also burnt tyres at different places of the city in support of the shutdown,

The Detective Branch of police on Monday arrested Golam Parwar also a former legislator from Khulna-5 constituency from the capital’s Gulshan area.

Meanwhile, Khulna Metropolitan Police round up 26 Jamaat-Shibir activists from the city’s Goalkhali area on charge of attacking law enforcers, said Mossaraf Hossain, assistant commissioner of special branch.

No long-distance buses left and entered the city since 6:00am while rickshaws and battery run vehicles were seen plying the streets, and launches and trains had left and arrived at the stations.

All jute mills, factories in Daulatpur and Khalishpur industrial belt, educational institutions, banks, insurance and other businesses remained open as usual.

Though no procession of the pro-hartal activists were seen in the city, Abul Kalam Azad, ameer of the Jamaat city unit, claimed that several processions were brought out in Boyra, Gallamari, Natun Rasta, Goalkhali and Rupsha areas during the hartal.

Additional forces of police, Rapid Action Battalion (Rab) and Armed Police Battalion were deployed at different key points of the city to maintain law and order.

Government's firm to try war criminals:Bangladesh Prime Minister Sheikh Hasina

Prime Minister Sheikh Hasina on Wednesday expressed her government's firm commitment to try the war criminals despite any attempt to foil the trial.

"This is our moral duty to complete the trial. This is our nation's moral responsibility to bring the war criminals to book," said Hasina.

Reiterating her firm resolution the premier said, their trial must take place on this very soil of Bangladesh.

The prime minister was addressing teachers, students, educationists and employees of Dhaka University (DU) at the Nabab Nawab Ali Chowdhury Senate Bhaban of DU in the capital.
Earlier, the premier inaugurated Kobi Sufia Kamal hall, Social Science Faculty Building, Higher Arts and Social Science Research Centre building and laid foundation to Bangabandhu Tower at DU, 7th March Bhaban of Rokeya Hall and Pharmacy Bahaban at the DU.

Referring to the August 2007 violence between army personnel and Dhaka University students, Hasina said, if the teachers and students of DU had not taken firm measure on that time democracy might have not reinstated in this country.

Hasina expressed her gratitude to the teachers and students of DU for their courageous roles during that time.

"All our achievements including our right to mother tongue, independence and democracy originated from DU," said the prime minister.

The premier said her government placed highest emphasis on education sector to build the nation as a literate one.

Hasina asked for everyone's cooperation to build the country as a middle income, hunger free and literate country by 2021.

Education Minister Nurul Islam Nahid, University Grants Commission (UGC) Chairman Prof AK Azad Chowdhury, Dhaka University Vice-Chancellor Prof AAMS Arefin Siddique among others were present on the occasion.

Home Minister Mohiuddin Khan Alamgir sees BNP link with Jamaat violence Security beefed up at city key points,Bangladesh

Home Minister Mohiuddin Khan Alamgir on Wednesday said the government has information that opposition BNP was involved with the recent countrywide violence and attacks on police by Jamaat-Shibir activists.

"The state will resist such anarchic movement by Jamaat-Shibir activists with utmost strength," the minister told newsmen emerging from a meeting of the cabinet committee on law and order at the home ministry in the afternoon.

He claimed that the opposition BNP is instigating such violence instead of condemning it.

Such pre-planned violence and attacks have been taking place day after day to foil the ongoing war criminals trial, the minister said.

Mohiuddin informed that the law enforcers have so far arrested around 2,000 persons following the recent violence across the country.

Asked whether police are acting in self-defence only or trying to resist the Jamaat-Shibir men, the minister said as part of democratic attitude, it the first duty of police to defend him or herself.

The home minister Mohiuddin Khan Alamgir presided over the meeting where senior officials of different ministries, police, Rapid Action Battalion and intelligence were present.

The leaders and activists of Bangladesh Jamaat-e-Islami and its student wing Islami Chhatra Shibir went on rampage and assaulted police personnel across the country including the capital for the last few days.

On November 4, the Jamaat announced a nine-day agitation programme beginning from November 5 to press home its demand for the immediate release of the party's top leaders, including those facing war crimes trial.

Till Monday, more than 200 policemen, at least 300 people and three journalists were injured during clashes between the police and Jamaat-Shibir men across the country.

They ended their protest programme on Tuesday through a pre-planned attack on the law enforcers in an unprecedented manner, leaving about 20 policemen injured in Dhaka, Khulna and Cox's Bazar.

Libyan Chargé D'affaires to Dhaka MS Kamel Al Mahjoub on Wednesday refuted a media report that he had connection with three Libyan nationals who were arrested for their involvement with an illegal manpower business.

Detective Branch of police on October 24 arrested the three Libyan nationals and a Bangladeshi woman from a hotel in the capital's Gulshan area and seized 684 Bangladeshi passports, $US1.81 lakh and Tk 10.66 lakh in cash from their possession.

Denmark offers Asia utilising advanced technologies for shipbuilding ,Bangladesh

Bangladesh could emerge as a shipbuilding hub in Asia utilising advanced technologies, Danish Ambassador to Bangladesh Svend Olling said here on Wednesday.

The envoy expressed keenness to transfer knowledge and modern technologies here from Denmark for modernising the country’s booming shipbuilding industry.

Olling came up with the offer at a meeting with Industries Minister Dilip Barua at his Shilpa Bhaban office at noon. Senior officials at the ministry were present.

They discussed various aspects of Denmark’s support for Bangladesh’s industrial sector during the meeting.

Issues relating to establishing the second unit of Karnaphuli Fertiliser Company Limited (Kafco), modernisation of readymade garment industry and improvement of working environment at the RMG sector and the living standard of workers came up for discussion at the meeting.

A Danish delegation, led by Commerce and Investment Minister Pia Olsen Dyhr, will visit Dhaka in December to strengthen bilateral trade and investment relations between the two countries, Olling informed the Industries Minister.

He hoped the visit of the Danish delegation comprising entrepreneurs of 10 leading companies would play a significant role in boosting trade and investment between the two countries.

At the meeting, Barua appreciated Denmark’s support in Bangladesh’s hi-tech industrialisation and sought Danish support to convert Chittagong Drydock into a modern shipbuilding yard.

Barua said the Danish entrepreneurs could come up either in joint-investment or under public-private partnership

Dandy Dyeing case hearing deferred Accused include Tarique Rahman and Arafat Rahman Koko BNP,Bangladesh

A Dhaka court on Wednesday deferred till January 7 the hearing on a case filed against 10 directors of Dandy Dyeing Ltd, including BNP Senior Vice Chairman Tarique Rahman, for defaulting on a loan amounting to Tk 45.49 crore.

Judge Md Rabiuzzaman of Artha Rin Adalat-1 passed the order after prosecution submitted a petition seeking an adjournment of the hearing.

The prosecution sought the time as Mozaffar Ahmed, an accused in the case, died recently.

In the time petition, the lawyer also said that they will file a petition on the next date for indicting the family members of Mozaffar Ahmed in the case.

Sonali Bank on October 2 filed the case with Artha Rin Adalat-1 for defaulting on the Tk45.49 crore loan.

Nine other accused in the case are Tarique's younger brother Arafat Rahman Koko, Giasuddin Al-Mamun and his wife Shahina Yasmine, Nasrin Iskander, Shams Iskander, Shafin Iskander, Sumaiya Iskander, Mozaffar Ahmed and Kazi Galib Abdus Sattar.

According to the case statement, the company had borrowed Tk12.16 crore from the bank's principal office in Dhaka on October 16, 2001.

As the company failed to repay the loan, it now owes the bank Tk45.49 crore, comprised of the principal and the interest accrued.

Expatriate Bangladeshis remitted $1.4536 billion back home in October

Expatriate Bangladeshis remitted $1.4536 billion back home in October, a record high for a month, according to Bangladesh Bank. 
The previous high was $1.22 billion in January. 
The latest amount pushed up the total remittance in the first four months (July-October) of the current fiscal to cross the $5 billion mark, 25 percent more than that of the same period last year. 
Bangladesh Bank Governor Atiur Rahman "Bangladesh didn't receive such a big amount of remittance in one month in the past 40 years." 
He hoped the uptrend would continue in the future. 
Kazi Saidur Rahman, General Manager of the central bank's Forex Reserve and Treasury Management Department, said the expatriates set the record by remitting more before the Eid-ul-Azha celebrated on Oct 27. 
They had remitted $1.0395 billion in October last year. 
The higher flow of remittance also thrusts the reserve of foreign exchange of the central bank, setting another record. 
The reserve amounted to $12.36 billion on Thursday, the highest in history. 
The Governor said fall in payment of import bill also played a role in boosting the reserve. 

On Oct 18, the reserve crossed the $12-billion mark for the first time.

Biman Bangladesh Airlines buying Boeings to fly off chaos

Biman Bangladesh Airlines is adding two new aircraft to its fleet to battle its way out of flight schedule chaos.

The aircraft, two Boeing 777-300 ERs, will be bought on Sonali Bank UK and a consortium of 21 banks led by Eastern Bank Limited.

Representatives of the banks took the decision in a meeting at Bangladesh Bank on Thursday, Eastern Bank Limited Managing Director Ali Reza Iftekhar said. Deputy Governor of the central bank S K Shur Chowdhury presided over the meeting.

Biman will have to make a $118-million pre-delivery payment within Nov 15.

Sonali Bank UK is paying $58 million while the other banks led by the Eastern Bank Limited will pay the rest of the pre-delivery payment.

"We've decided to finance the purchase of aircraft by Biman. It will be given $ 60 million within the second week of this month," Iftekhar said.

Biman had been given loans to buy aircraft and it had repaid properly earlier, he added.

A top Biman official, requesting anonymity, said, "The meeting discussed the size and type of loans from Bangladeshi and foreign banks."

Biman Managing Director Mosaddek Alam was also present at the meeting.

Opposition Leader Khaleda Zia prays for Bangladesh at Ajmer Sharif

Opposition Leader Khaleda Zia on Thursday visited Ajmer Sharif, the shrine of Sufi saint Khwaja Moinuddin Chishti, and prayed for Bangladesh and happiness and prosperity of the nation's people.

Her Press Secretary Maruf Kamal Khan said the BNP Chairperson and her entourage arrived at Ajmer Sharif around 1:15pm from Jaipur by road on Thursday, fifth day of her current visit to India.

After offering special prayer at the shrine, she wrote on the visitor's book there, "We need Rahmat of Allah and Doa of Kwaja Baba for Bangladesh and us."

She had started for Ajmer Sharif around 10am in the morning.

BNP Standing Committee Member Tariqul Islam, her Advisors Riaz Rahman and Sabih Uddin Ahmed, BNP Vice-Chairman Shamser Mobin Chowdhury, and former MPs Khaleda Rabbani and Mosaddek Ali Falu were also among those accompanying her during the visit.

The shrine's chief Khadem and others received the opposition leader as she reached there.

She left back for Jaipur from the shrine.

Khaleda reached Jaipur, capital of the Indian state of Rajasthan, on Wednesday afternoon from New Delhi. She spent the night at Hotel Rambagh Palace.

She kicked off her seven-day India tour on Sunday on invitation of the Indian government with a nine-strong delegation accompanying her.

With only a year to the parliamentary elections, the BNP considers the visit 'very significant' while India says it 'is part of their engagement with Bangladesh's democratic and multiparty polity'.

She met Indian External Affairs Minister Salman Khurshid and National Security Advisor Shibshankar Menon on Tuesday. She has already met Indian Prime Minister Manmohan Singh and Opposition Leader in Indian Parliament Sushma Swaraj.

Khaleda will return on Nov 3, according to Maruf Kamal Khan.

Bangladesh VoIP licence BTRC call likely by December

The Ministry of Post and Telecommunications and Bangladesh Telecommunication Regulatory Commission are preparing for finalising the number of VoIP service providers by December.

The telecom regulator will complete evaluating the applications of the local entrepreneurs for licence authorisation in the beginning of December and after that the ministry will prepare the final list within days.

BTRC Chairman Sunil Kanti Bose on Thursday that they would complete evaluating the applications either at the end of November or at the beginning of December and then send those to the ministry.

The former Telecom Secretary said the licences are expected to be finalised in two weeks after sending the applications to the ministry, which will determine how many will be issued.

"The licences are likely to be issued early January," he said.

A senior official at the BTRC's Legal and Licensing Department told bdnews24.com that the applications were being evaluated on a 'grade basis' and incomplete applications were being rejected for not having necessary documents.

The telecom regulator posted the final VoIP guideline and licence application notice on its website on July 22, inviting applications for much-talked about VoIP licence to stop illegal call transmission, legalise the business and encourage the local entrepreneurs to invest more in the telecommunication sector.

The licence will be issued under the name of "VoIP service Provider (VSP)", it had said. However, the guideline did not mention how many licences would be provided for this telecom business.

The government took the initiative of issuing Voice over Internet Protocol (VoIP) licence last year to stop illegal VoIP business, which has been causing huge revenue losses every year.

About 1,500 entrepreneurs applied for VoIP business licence by the deadline that expired on Oct 14.

In the current guideline, the application fee for VSP has been fixed at Tk 5,000, licence fee at Tk 500,000 and annual renewal licence fee at Tk 100,000.

Firms receiving the licence will have to channel 10 percent of their income to government exchequer.

According to the BTRC, the legal average daily international calls amount to nearly 30 million minutes while 10 million minutes of calls are made through illegal channel for which the government incurs Tk 50 million in revenue losses every day.

The government now gets three cents from each international incoming call.

According to the BTRC statistics, Bangladesh receives around 55-60 million minutes VoIP calls a day of which more than 10 million minutes calls are made through illegal channel.

The government receives three cents from each international call as per the country's telecommunications act, but due to illegal VoIP, it is deprived of almost Tk 8.0 billion each year.

Bangladesh 'concise statement' of jail killing case document submitted

The Attorney General's office submitted 'concise statement' of jail killing case to the Appellate Division on Thursday, a year and eight months after getting permission to appeal against a High Court verdict.

Advocate on record Sufia Khatun representing the office of Attorney General submitted the document to the relevant branch of Supreme Court.

Later she told journalists that now the case was ready for a final hearing at the Appellate Division.

The state counsel for jail killing case, Anisul Haque, submitted the summary statement of appeal on Wednesday.

On receiving the statement, Attorney General Mahbubey Alam had said that they would file an application in the Appellate Division for hearing this case on Nov 4.

A regular bench of the Appellate Division, led by then Chief Justice ABM Khairul Haque, on Jan 11, 2011 had approved the leave to appeal of the state.

The Appellate Division of the Supreme Court had asked Dafadar Marfat Ali Shah and Abul Hashem Mridha, the two accused in the jail killing case and acquitted by the High Court, to surrender to law enforcers. The court also asked the police to arrest them if they did not surrender immediately.

But state counsel Haque on Wednesday said, "Police couldn't arrest them as they are absconding. I am not sure about their whereabouts but can assure that they are not in Bangladesh."

"If they do not surrender, they will not have the right to engage lawyer to fight for them at the Appellate Division, and there is no bar to proceed with the final hearing without their representation by a lawyer in such a situation."

The Appellate Division in its previous order termed "inactive" the appeal against the High Court verdict that acquitted Faruq Rahman, Sultan Shahriar Rashid, Bazlul Huda and A K M Mahiuddin, as they had been executed for their conviction in the Bangabandhu murder case.

The four national leaders of the wartime national government in and post-1971—Acting President Syed Nazrul Islam, Prime Minister Tajuddin Ahmed and Cabinet ministers M Mansur Ali and AHM Qamruzzaman—were brutally killed inside the Dhaka Central Jail on Nov 3, 1975.

The Awami League government had revived the trial in the jail killing case after it came to power in 1996. Charge sheets were submitted against 23 people on Oct 15, 1998.

On Oct 20, 2004, Dhaka's Metropolitan Sessions Court Judge Matiur Rahman had awarded death sentences to fugitives Risaldar Moslem Uddin, Dafadar Marfat Ali Shah and Abul Hashem Mridha in the case.

It also awarded lifer to Syed Faruk Rahman, Sultan Shahrier Rashid Khan, Bazlul Huda and AKM Mahiuddin Ahmed — all of whom were executed for the murder of Bangabandhu — and eight others.

But, the High Court in 2008 upon petitions acquitted Marfat Ali, Hashem Mridha, Faruk, Shahrier, Bazlul and Mahiuddin.

On Sep 14, 2009, the government filed the petition for leave to appeal against the High Court judgment. The hearing on the petition began on Nov 7, 2009.

Prime Minister Sheikh Hasina exhorts youth to become entrepreneurs,Bangladesh

Prime Minister Sheikh Hasina on Thursday urged the youth of the nation to come forward and take the role of entrepreneurs to build a hunger- and poverty-free Bangladesh.

"The mentality of the youth nowadays is to get a job anyhow. But if they become entrepreneurs, then they can create job opportunities even for their neighbours and other people," she said.

The Prime Minister was speaking at the inauguration ceremony marking the National Youth Day 2012 at the Osmani Memorial Auditorium here in the morning.

Mentioning the young generation's contribution to the War of Independence, Hasina said, "The youth fought with arms and freed the country. Now the war is against poverty. The youth can definitely build a hunger- and poverty-free Bangladesh."

She also urged the younger generation to stay away from drugs and terrorism to become self-reliant in order to build an independent Bangladesh.

"We all must be aware so that we don't step in a wrong direction and get involved in drug addiction and anti-social activities."

Hasina said, "We have become old. Our time is nearing end. The youth are the future. They have to build the country. So they have to build themselves that way."

Mentioning various developmental activities of the Department of Youth Development, she said the Department had so far trained nearly four million youth, and of them, nearly two million had become self-reliant entrepreneurs creating employment opportunities for others.

She also handed over the National Youth Award 2012 to 15 male and female young entrepreneurs who have started their own projects after taking training at the Department of Youth Development.

State Minister for Youth and Sports Ahad Ali Sarkar and Youth and Sports Secretary Noor Muhammad also addressed the function, among others.

BNP Chairperson Khaleda Zia reaches Jaipur She will offer prayers at Ajmer Sharif Thursday,Bangladesh

BNP Chairperson Khaleda Zia, now on a weeklong official tour of India, will offer special prayers at the shrine of Sufi Saint Khwaja Moinuddin Chishti in Ajmer Sharif on Thursday.

“She left New Delhi for Jaipur this (Wednesday) morning and will be staying overnight there,” her Press Secretary Maruf Kamal Khan told the news agency over phone.

Khaleda is expected to return to New Delhi on Thursday night.

The BNP chairperson along with her entourage left Hotel Taj Palace at 10:30am (India time) for Jaipur, the capital of Rajasthan State, by road with special security arrangements.

Officials received Khaleda and her entourage when they reached Jaipur at about 2:30pm. They will stay at Rambagh Palace.

The opposition leader is scheduled to attend a dinner to be hosted by the Commerce Minister of Rajasthan Rajendra Prakhar tonight.

Khaleda went to New Delhi on October 28 on a weeklong official visit to India, her first visit as the opposition leader.

She already met Indian Prime Minister Manmohan Singh, opposition leader Sushma Swaraj, Indian External Affairs Minister Salman Khurshid and National Security Adviser Shibshankar Menon.

Khaleda is also scheduled to meet Indian President Pranab Mukherjee, ruling Congress President Sonia Gandhi and key leaders of United Democratic Alliance (UDA).

Khaleda’s last official visit to India was in 2006 as the then prime minister of Bangladesh. She is expected to return home on November 3.

Rapid Action Battalion Ex-manager of Sonali Bank Ruposhi Bangla branch held,Bangladesh

Rapid Action Battalion Sunday night arrested former manager of Ruposhi Bangla Branch of Sonali Bank in connection with Hall-Mark loan scam.
Lt Col MM Anisur Rahman, commanding officer of Rab-3, told The Daily Star that they picked up AKM Azizur Rahman around 9:00pm from a road at Rampura in the capital.
He said they made the arrest at the request of the Anti-Corruption Commission against graft cases filed in connection with the loan scam.
The Rab official said they will hold a press briefing on the arrest and later hand over the Sonali Bank official to the Ramna Police Station.
On October 4, the ACC filed 11 cases with Ramna Police Station against 27 officials of Hall-Mark and state-owned Sonali Bank for misappropriating Tk 1,568 crore.
The cases were filed under the Money Laundering Prevention Act and the Corruption Prevention Act.
Of the accused, seven are Hall-Mark officials while the rest are Sonali Bank officials, including its former managing director Humayun Kabir.
According to an audit report, the Ruposhi Bangla Hotel branch of Sonali Bank had disbursed Tk 3,606 crore in loan to Hall-Mark Group and five other companies defying banking rules.
The Bangladesh Bank also revealed massive irregularities in the sanctioning and disbursing of loans, especially to the little-known Hall-Mark Group.
Meanwhile, Tanvir Mahmud, managing director of Hall-Mark Group, and another top official of the controversial firm were placed on a 24-day remand in three cases in connection with the Sonali Bank loan scam.
Tanvir, meanwhile, in an arms case was also placed on a five-day police remand.
Metropolitan Magistrate Mohammad Erfan Ullah of Dhaka granted the remand for eight days in each of the three cases after the Anti-Corruption Commission sought a 110-day remand for each of them in a total of 11 cases.
The remand prayers in eight other cases were waiting for hearing at the court.
The other Hall-Mark official is Tusher Ahmed, general manager (commercial) and also husband of Tanvir's sister-in-law.
Hours after the arrest of Tanvir and Tusher, six ACC officials submitted 11 separate prayers with the Chief Metropolitan Magistrate Court of Dhaka in the afternoon seeking 110 days' remand for the duo.
Rapid Action Battalion arrested Tanvir and Tusher on the night of October 7 in Pallabi of the capital along with a pistol, four bullets and a magazine.
The elite force on Monday filed a case against Tanvir with Pallabi Police Station for illegally possessing the gun and bullets.

World Bank -ACC meeting productive:Country Director Ellen Goldstein,Bangladesh

World Bank Country Director Ellen Goldstein said on Sunday the expert panel of the global lender had a productive meeting with an Anti-Corruption Commission team probing alleged corruption in the Padma bridge project.
"The major discussion was fruitful. The panel and ACC will work together so that the panel can give advice on characteristics of ACC investigation," said Goldstein.
She was speaking to reporters after the WB experts had their first meeting with the anti-graft watchdog at the latter's Segunbagicha headquarters in Dhaka.
Anisul Huq, chief counsel for the ACC, said both the commission and the World Bank's panel agreed to follow the laws of the land in probing alleged corruption in the Padma bridge project.
Speaking to reporters after the meeting, he said, "They wanted to know whether hatching conspiracy for indulging in corruption is an offense and our country has such provision."
"They also wanted to know the update of our enquiry process and we elaborately informed them of the progress," another ACC official told reporters.
"They wanted to know the rules and we told them," ACC Chairman Ghulam Rahman told reporters while leaving his office after the meeting.
"We explained the trial procedure and investigation procedure in country," he added.
Asked whether the panel gave any advice or put any recommendation, he said they had no recommendation or advice.
The three-member WB team, assigned to review the investigation into the Padma bridge corruption allegation, in two white Land Cruisers reached the ACC office around 3:18pm to hold the around four-hour meeting with the four-member probe body of the ACC.
Ellen Goldstein, WB country director in Bangladesh, was accompanying the delegation.
This is the maiden visit of the WB team of a series of visits to assess the conduct of the Anti-Corruption Commission's probe into the alleged corruption in the project.
Luis Moreno Ocampo, a former chief prosecutor of the International Criminal Court, is leading the delegation, which will submit a report to the World Bank in this regard later. The panel will also share its findings with the Bangladesh government and other co-financiers of the project.
The other members of the panel are Timothy Tong, former commissioner of the Independent Commission Against Corruption of Hong Kong Special Administrative Region, Peoples Republic of China; and Richard Alderman, former director of the UK Serious Fraud Office.
The WB had announced the appointment of the panel on October 5.
Bangladesh will get the World Bank's financing for the Padma bridge project if the global lender's external panel finds satisfactory the country's handling of corruption allegations over the project.
The WB cancelled its $1.2 billion credit for the Padma bridge project in June, saying it had proof of a corruption conspiracy involving Bangladeshi officials, executives of a Canadian firm and private individuals.
On September 20, it declared its decision to engage anew in the project 'upon satisfactory implementation of the agreed measures by the Bangladesh government, and with the support of the bank's governing bodies'.
The WB also clearly hinted that it would not tolerate any corrupt practices in the nearly $3 billion project.

Seventy six percent of 149 parliamentarians surveyed were involved in various criminal activities including killing, land grabbing, extortion, tender manipulation and cheating, says a TIB study.
The study released Sunday by Transparency International Bangladesh said, “53.5 percent MPs carried out criminal acts in person and criminal cases have been filed against only 24.1 percent of the 149 legislators and in most cases aggrieved people could not dare to file cases or police refused to record cases.”
It added that 97 percent of 149 MPs were also involved in multiple ‘negative’ activities including influencing administrative acts, controlling educational institutions, misuse of development allocation, involving or supporting criminal activities, influencing public procurement, violating electoral code of conduct, grabbing government plots on false statement.
MPs in the present parliament in general used their position as source of income outside the house and spent only 9.2 percent time of the 254 working days in first seven sessions for legislation purpose, the prime task they were elected for, the study shows.
At the same time, 53.7 per cent of the 149 members had positive contribution outside parliament including contribution in education or health sector, maintaining good relation with opposition and the electorates, constructing infrastructure, solving local problems, relief drive on personal initiative, contribution in agricultural sector, maintaining law and order and encouraging empowering women.
The researchers said they had collected data from newspapers and group discussions in 42 districts. Most of newspapers depicted the lawmakers negatively and the positive contributions came from participants in the group discussions.

Prime Minister Sheikh Hasina unveils testing of 3G service,Bangladesh

Prime Minister Sheikh Hasina on Sunday inaugurated the long-awaited 3G mobile service via the state-run Teletalk to provide users with high-speed internet access.
The PM unfolded the new service on commercial testing basis through a video talk with President Mohammad Zillur Rahman.
The inaugural ceremony was held at Bangabandhu International Conference Centre in the capital.
Hasina said with the introduction of the 3G service, people will get high speed internet service which will speed up and ease information and data transfer system.
The mobile subscribers will also get the opportunity to enjoy video call and develop digital services, she said.
Zillur Rahman, who was on the other side, said the country put a step forward on implementing the vision of Digital Bangladesh with the introduction of the 3G service.
The new initiative would play key role in developing education, health and economic sectors in the country, he added.
The service would be available in Dhaka for the time being, through the 200-odd 3G-enabled base transceiver stations the state-run operator has installed in the capital city.
Other divisional headquarters would get the service in phases, according to Teletalk officials.
The service will be rolled on to the private mobile networks once the licences are secured via the auction due in early next year.
Bangladesh Telecommunication Regulatory Commission (BTRC) allocated 5 megahertz (MHz) spectrum from the 2100 MHz band, for now, to Teletalk for the trial purposes.
The telecommunications ministry is now finalising the draft of the 3G guideline.
3G, short for 3rd generation of mobile telecommunications technology, enables video telephony and high-speed internet access from the mobile network.

4 journos sued over Ramu Ukhiya and Teknaf of Cox's Bazar violence,Bangladesh

Police have filed a sedition case against four journalists of a local newspaper and its owner in connection with the recent attacks on Buddhists in Ramu, Ukhiya and Teknaf of Cox's Bazar.
The accused are--owner of Dainik Bakkhali GM Rahim Ullah, Chief Editor Zaber Ahmmed Chowdhury, Editor Siddique Ahmed, News Editor Mostafa Sarwar and Teknaf correspondent Saiful Islam Sayeedi.
Home Secretary CQK Mostak on Sunday that they have ordered the officer-in-charge of Cox's Bazar Sadar Police Station to file the case and a gazette notification has been issued in this regard. The home secretary has signed the papers on Thursday.
In the gazette notification, these persons have been made accused of instigating the incident.

High Court too Destiny Group bail to army chief Lt Gen (retd) M Harun-Ar-Rashid,Bangladesh

The High Court on Sunday rejected the bail petition of Destiny Group President and former army chief Lt Gen (retd) M Harun-Ar-Rashid in connection with two money laundering cases.
An HC bench rejected two bail petitions saying that the petitions were not filed following appropriate way.
The court said Gen Harun would have to seek bail challenging the lower court order that on October 11 had rejected his bail prayer.
Harun’s lawyer Abdul Matin Khasru told reporters that they would file bail petition later in the day as per the HC directive.
The HC bench of Justice AHM Shamsuddin Choudhury Manik and Justice Farid Ahmed on Sunday rejected the petition.
On October 11, a Dhaka court sent Harun to jail in connection with the money laundering cases after rejecting his bail prayer.
Harun on the same day filed 2 separate bail petitions to the HC through his lawyer.
After the central bank requested Anti-Corruption Commission to look into the Destiny scams, the watchdog on July 31 filed cases against the group's 22 top officials over the Tk 3,285.26 crore laundering.
In the cases, Harun, an ex-chief of army staff, was shown as a Destiny Group director and Rafiqul Amin as managing director. But Destiny's documents showed them as president and chairman respectively.

Nayapaltan Dhaka BNP men, cops clash in city,Bangladesh

BNP activists on Tuesday clashed with law enforcers and torched two vehicles at Nayapaltan area in the capital on Tuesday.

Sources said some hundred BNP activists brought out a procession around 4:00pm protesting an attack on party standing committee member Mirza Abbas's motorcade at Netrokona allegedly by ruling party men.

As the procession marched towards Kakrail intersection police charged baton and fired tear shells to disperse the BNP activists, said Nasir Uddin Ahmed, sub-inspector of Paltan Police Station.

The angry BNP men threw brick chips on police and later torched a jeep and a public bus in the area.

Nazma Akhter, duty officer at the fire service headquarters confirmed the incident.

Golam Sorwar, officer-in-charge of Paltan Police Station said they picked up 15 BNP men during the clash.

25 hurt in Rajshahi University campus Islamic Chhatra Shibir-BCL clash,Bangladesh

At least 25 students were injured, three of them bullet-hit, in a fierce clash between the members of Islamic Chhatra Shibir (ICS) and Bangladesh Chhatra League at Rajshahi University (RU) campus on Tuesday.

The injured students -- BCL’s Nabiul Islam Lipon, and Shibir activists Zahangir Hossain, 2nd year student of Folklore department and Shariful Islam -- were admitted to Rajshahi Medical College and Hospital.

The clash ensued around 11:30am, as ICS activists threw brickbats on a BCL procession near Shahidullah Arts building of the university.

Following the incident the BCL men chased the ICS activists, reports our Rajshahi correspondent.

The feuding groups fired nearly 50 gunshots toward each other inside the campus and at the university’s main gate that wounded one BCL man and two of the ICS activists.

Some of the ICS activists — who took shelter inside the Central Library being chased by the BCL — were mercilessly beaten up by the chasing group.

Later, BCL men drove Shibir men out of the campus and put barricade on the Rajshahi-Dhaka highway for 30 minutes.

Around 12:30pm, BCL men entered into the campus again and damaged two university busses in front of the administration building.

Later, they ransacked the residence of the vice chancellor for allegedly helping the Shibir activists to establish supremacy in the campus.

Ahmad Ali, RU BCL unit president, claimed Shibir men attacked the BCL procession for establishing supremacy on the campus.

He also claimed three BCL activists -- Takim, Tuhin and Nipun sustained bullet injuries.

Ahmad blamed the RU authority for failing to ensure security in the campus.

Ashraful Alam Emon, RU Shibir unit president, however said BCL men attacked on Shibir activists without any provocation while they were taking preparations for bringing out a procession.

“We tried to resist their (BCL) attacks, but police assisted the BCL men”, he said.

RU Proctor Chowdhury Mohammad Jakaria said four assistant proctors were also injured in the incident.

18 ex-ministers, MPs to be sued for 2001 post poll violence:Home Minister Mohiuddin Khan Alamgir,Bangladesh

The government will file case against 18 ministers and lawmakers of the previous BNP-Jamaat alliance government this week for their alleged involvement in the 2001 post-poll violence.

Home Minister Mohiuddin Khan Alamgir said this in response to reporters' queries emerging from a meeting with Saudi Ambassador in Dhaka Dr Abdullah Nasser Al Bussairy at his secretariat office in the capital.

The judicial commission probing the 2001 post-polls violence had found evidence of over 3,625 incidents of major crimes including murders, rape, arson and looting by cadres of the incumbent ruling BNP-Jamaat alliance in the first 15 months of their tenure since October that year.

Disclosing the findings at a press briefing at her office on December 1, 2011, the then home minister Shahara Khatun said the government would file cases against such offenders if the victims do not dare to sue them.

The minister dismissed the idea of forming Judicial Inquiry Committee to investigate the recent communal violence at Ramu which spread over Cox's Bazar and Chittagong.

"There is no need of forming a Judicial Inquiry Committee to investigate the matter. Administrative probe committee has been formed. And if this committee fails then we may think about forming a judicial committee," said the minister.

The government will extend all out cooperation to repair the damaged homesteads and other establishments, the minister added.

The minister also reiterated that the communal violence at Ramu was organized and premeditated.

"All involved in that violence will be identified and brought to book immediately," the minister added.

Ramu upazila of Cox's OC withdrawn, Sec 144 lifted,Bangladesh

The officer-in-charge of Ramu Police Station in Cox's Bazar was withdrawn on Tuesday, two days after the violence centring an anti-Islam posting at Facebook.

Meanwhile, the section 144 which was imposed on Sunday in Ramu, Ukhia and Teknaf upazilas of the seaside district following the mayhem was lifted on Tuesday, reports our Chittagong correspondent, quoting Selim Md Jahangir, superintendent of police in Cox's Bazar.


The SP said OC AK Nazibul Islam has been withdrawn for not taking appropriate action to calm the attackers and negligence of duty during the Saturday's violence.

Nazibul was attached to the Cox's Bazar police lines, the SP said.

A mob destroyed 12 Buddhist temples and monasteries and more than 50 houses damaged in Ramu during the violence, which was triggered by a Facebook posting of a photo defaming the holy Quran. The violence was later spread to Chittagong.

Meanwhile, police has arrested 76 more people in the four upazilas of Cox's Bazar, raising the total number of arrestees to 169 in the district in connection with the communal violence.

Dhaka court finally orders freezing Destiny Group and Destiny-2000 Ltd bank accounts,Bangladesh

A Dhaka court on Tuesday finally asked Anti-Corruption Commission (ACC) to freeze 252 bank accounts of Destiny Group and Destiny-2000 Ltd.

Judge Md Zahirul Haque of the Senior Special Judge's Court passed the order after a short hearing on the petitions filed by ACC Deputy Director Mojahar Ali Sardar and ACC Assistant Director Toufiqul Islam.

On Monday, Judge (in-charge) Md Akhtaruzzaman of the same court ordered the freeze but he withdrew the order just an hour later.

The ACC filed the petitions seeking permission for freezing the accounts so that the Destiny officials were not able to launder or transfer money to other accounts.

On September 12, Judge Md Akhtaruzzaman cancelled the bail of five Destiny Group officials, including its managing director Md Rafiqul Amin. But the regular judge, Md Zahirul Haque, stayed the cancellation order the next day.

The ACC on July 31 sued the Destiny officials on charges of siphoning off Tk 3,285.26 crore.

The multilevel company allegedly transferred crores of taka to their personal accounts from the company accounts.

Dhaka Old building collapses, several feared trapped,Bangladesh

Several construction workers are feared trapped inside the five-storey building, which collapsed on two nearby buildings in the old part of Dhaka while being demolished Tuesday morning.

Firefighters started rescue operation in search of survivals around 2:15pm, if there was any, said Monir Hossain, assistant director of Fire Service and Civil Defence Department.

Earlier, police and firefighters rescued at least 50 residents trapped inside one of the two three-storey buildings on which the old building collapsed.

The residents suffered minor injuries while being evacuated, witnesses said.

The top floor of building No.14/A at Kailash Bose Lane collapsed on house No. 18 and 19 when workers started demolition work around 8:30am, said Md Ali, duty officer of the fire service.

The first two floors and the top floor of the building collapsed while the middle floors tilted on the two nearby buildings, fire service sources said.

As the entrance of building No. 18 was blocked by the debris following the collapse, firefighters had to remove those to rescue the trapped people, said Nokul Dhar, a resident of the house.

Nokul said they thought it was earthquake after hearing a big bang following the collapse.

The southern unit of the building collapsed as it became imbalanced following demolition of northern unit, Monir Hossain said.

The owner of the house that collapsed had vacated the flats in June as he decided to build a new structure after demolishing the old one.

Dhaka University students protest Ramu upazila in Cox's Bazar violence,Bangladesh

Dhaka University students on Tuesday formed a human chain and brought out a procession on the campus protesting Saturday's violence at Ramu in Cox's Bazar that later spread to Chittagong.

Around 300 students along with the members of DU Ramu Student Forum formed the human chain at Aparajeyo Bangla around 11:00am with a demand for bringing the perpetrators of the violence and the planners into book.

They also demanded the government ensure the security to the minority groups and compensate for the damage.

Meanwhile, Bangladesh Chhatra League activists brought out a procession on the campus and held a rally at Aparajeyo Bangla on the same demand.

Chittagong city mayor ABM Mohiuddin Chowdhury supporters assault AL MP,Bangladesh

Supporters of former Chittagong city mayor ABM Mohiuddin Chowdhury on Thursday assaulted Awami League lawmaker MA Latif while the latter was staging protest on CCCI premises over the new container terminal tender.

The incident took place when some activists of 14-party alliance and supporters of Mohiuddin were approaching the Chittagong Chamber of Commerce and Industry (CCCI) office with a procession to besiege it, reports our Chittagong correspondent quoting Habibur Rahman, deputy commissioner of Chittagong Metropolitan Police (west).

CCCI President Morshed Murad Ibrahim along with MA Latif, the MP from Chittagong-10 constituency and former president of the organisation, and his men were already holding a rally from around 10:00am on the organisation's premises when the 14-party alliance activists and supporters of Mohiuddin were marching towards the CCCI premises, he said.

The conflict between Mohiuddin, also president of Chittagong city unit AL, and Morshed Murad turned bitterer following protests against the alleged irregularities in the bidding for selecting a private operator of New Mooring Container Terminal at Chittagong Port.

Sources said when the procession was approaching the CCCI office around 11:00am chanting slogans against Mohiuddin, police tried to obstruct it to avert untoward incident but failed to prevent the demonstrators, the CMP deputy commissioner said.

Meanwhile, Latif along with some of his followers rushed to the procession and a scuffle broke out, the deputy commissioner said.

At one stage, angry supporters of Mohiuddin and activists of 14-party alliance knocked Latif down and assaulted him, he added.

Later, he was rescued and taken to the CCCI office.

Mohiuddin has drawn severe criticism from Murad, also a Jatiya Party leader, for his recent protests against the alleged irregularities in the bidding for selecting a private operator of New Mooring Container Terminal at Chittagong Port.

Adding to the conflict, Murad has recently alleged that Mohiuddin's movement in the name of saving Chittagong port is a ploy to get financial advantage from the business community.

Murad also criticised Mohiuddin saying he had become an owner of huge property and several posh houses although he did not have any business or any other sources of income.

Two defamation cases have been filed against the CCCI president for the remarks.

Rejecting the opposition’s plea to restore the caretaker government system, Prime Minister Sheikh Hasina said in New York on Wednesday night that all the doors to the caretaker system have been closed.

“People are the source of power…we all need to be aware that no one can play with the rights of the common people. They don’t want to return to the 1/11 situation again,” she said while addressing a civic reception at Hotel Marriot Marquis.

Bangladesh Awami League, US chapter, arranged the reception in honor of the prime minister, who is now in New York to attend the 67th UN General Assembly.

The prime minister said the government through the 15th amendment to the constitution has made it clear that no one will be able to grab state power, and if anyone does so, he or she will have to face the music of law.

“We must strengthen democracy and take it forward for the welfare of the country and its people,” she said.

Recalling various incidents that occurred during the previous caretaker governments, Hasina said BNP with the controversial February 15, 1996 election had formed the government at midnight with so many culprits, including the killers of Bangabandhu.

The last caretaker government, she said, showed that they can stay in power for an indefinite period. “And in this case, one world reputed Bangladeshi lawyer had helped them a lot saying there is no time binding for a caretaker government.”

Mentioning the bitter experiences of the past caretaker government, Hasina said the Fakhruddin-led government had wanted to cling to power. “They hatched various conspiracies to hang onto power, but they were compelled to hold election under local and international pressures.”

Claiming that her government has ensured the basic rights of people, including their franchise, Sheikh Hasina said now it is up to people to choose either the path of development or militancy in the next general election.

“I don’t have anything to say now…we’ve ensured the fundamental and voting rights of people. Now it is their decision to choose their path,” she told her audience.

Hasina said that now people have to decide whether they want militancy, terrorism, ‘Hawa Bhaban’ and ‘Khoab Bhaban’ or the path of development.

The prime minister said the present government has proved that it is possible to hold free, fair and credible elections under a party government.

She mentioned that her government, in its current tenure, has so far held some 6000 elections at different levels across the country. “There has been no question against the elections,” she pointed out.

The prime minister said if her party is voted to power again, the government would undertake the 7th five-year plan by implementing the sixth five-year plan.

“We want to build Bangladesh a middle-income country by 2021,” she said.

Reiterating her government’s firm stance against terrorism and militancy, Sheikh Hasina said the government would never tolerate these social menaces.

“We want to build Bangladesh a peaceful nation in South Asia. We also want to build a non-communal and democratic Bangladesh being imbued with the spirit of the War of Liberation,” she said.

Listing various successes and achievements of the present government in different fields, including agriculture, education, health, women empowerment, food security and social safety net, Sheikh Hasina said people get better services and their comforts are restored when Awami League comes to power.

She said her government, since assuming of office in 2009, has been working tirelessly to mitigate various problems of the country, including the acute electricity crisis.

Sheikh Hasina said her government has been able to maintain over six percent of GDP growth in the last three years despite global economic meltdown, while the country’s foreign currency reserve has increased to 11 billion US dollars from six billion in 2009.

Hasina said there had been transactions of over Tk 42,000 crore during the Eid-ul-Fitr shopping this time, which is a bright example of enhancement of the living standard of people.

Recalling the contributions of the expatriate Bangladeshis to the country’s development, the prime minister said the economy remains on the right track, thanks to the immense contributions of the expatriates.

“The expatriates are the main driving force of the country and they advanced the country a lot economically,” she said.

Chaired by AL, US chapter President Dr Siddiqur Rahman, the function was addressed, among others, by Foreign Minister Dr Dipu Moni, eminent IT expert Sajib Wazed Joy, US congresswoman Caroline Malony, Jatiya Party US unit President Jashimuddin Chowdhury, JSD US chapter president Abdul Mosabbir and New York City AL General Secretary Shaheen Alam.
